Final Notice and Public Explanation of a Proposed Activity in the 100-Year Floodplain and Wetland

This is to give notice that the Town of Pomona Park has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under 22DB-OP-04-64-02-N23.

The Town of Pomona Park has been selected to participate in the Small Cities CDBG Program. The Town will use its Six-Hundred-Thousand Dollars and Zero Cents ($600,000) in CDBG Neighborhood Revitalization funding as well as local funds to construct new sidewalks in a residential neighborhood and will also construct improvements at a community center and two other local parks. More specifically, the Town will construct 2,000 Linear Feet of concrete sidewalk on Main Street beginning at the intersection with SR15 and continuing northeasterly to the intersection with Broward Avenue. Concrete sidewalks will also be constructed on Broward Avenue beginning at the intersection with Main Street and continuing north to the park located at 340 North Broward Avenue. The sidewalk construction activity will include ADA ramps, mats and striping. Further, Town will renovate the Community Center located at 200 East Main Street by removing and reconstructing approximately 4,650 square feet of existing roofing. Additionally, the Town will construct improvements and amenities to the parks located at 342 North Broward Avenue and 107 Worcester Road.

The portion of the project that is located within the 100-year flood plain and adjacent to existing wetlands include the improvements and amenities to the park located at 340 North Broward Avenue along with the construction of a portion of the sidewalk which begins at 334 North Broward Ave and terminates at 340 N Broward Ave. The park is currently a developed property which includes a public swimming area, a dock, a picnic pavilion, playground and bathrooms. The number of acres of work which will take place within the 100-year flood plain is approximately .5 acres.

Town of Pomona Park has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values. Alternative 1 includes the construction of the sidewalk on the adjacent side of the road which would create an instance where citizens must cross traffic to enter into the Park. Therefore, this alternative was considered not practical. Apart from alternative 1 and the no-action alternative, it has been determined that no other practicable alternatives exist other than to proceed with the work is available. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.

As the proposed improvements will be constructed using a stormwater pollution prevention plan, it is determined the proposed project will not negatively affect natural or beneficial floodplain values and surface waters in the area.

Additional agencies involved in this project include the Florida Department of Economic Opportunity and the U.S. Department of Housing and Urban Development.
